The sequence is deliberate: water-based mobility first, domestic runway services next, and international operations only after the proposed Siberut airport secures the required certification and approvals.
Until Pei Pei's domestic terminal and runway are complete, the proposed domestic seaplane division is intended to connect Padang with Mentawai Bay on Siberut and create practical links between Siberut, Sipora and Pagai.
Once the proposed domestic terminal and runway are complete and approved for service, ATR twin-prop aircraft are intended to connect Siberut with Indonesia's major domestic centres.

The culminating ambition is for Mentawai Airways to be ready to evaluate aircraft such as the JetZero Z4 for a future long-range network—an aspirational adoption horizon, not an aircraft order or confirmed entry-into-service date.
Target years express Mentawai Airways' current development ambition. Aircraft availability, airport delivery, routes, certification, partnerships and launch timing remain subject to technical studies, commercial decisions and regulatory approvals. The 2037 JetZero phase is an aspirational Mentawai adoption horizon, not a disclosed aircraft order.
